Child Welfare Legislative Updates: May 10 – 21, 2021

Family Support

H.R. 3040 — Rep. Bill Foster (D-IL) Education and Labor (5/7/21)

A bill to extend paid leave, and for other purposes.

H.R. 2953 — Rep. Lucy McBath (D-GA)/Ways and Means (5/4/21)

A bill to allow penalty-free withdrawals from retirement plans for domestic abuse victims.

H.R. 3428 — Rep. Gregory Murphy (R-NC) /Agriculture; Education and Labor; Energy and Commerce (5/20/21)

A bill to strengthen the Supplemental Nutrition Assistance Program (SNAP) categorical eligibility for applicants who already receive supplemental assistance elsewhere and for those with assets high enough to not require assistance.

S. 1670 — Sen. Joni Ernst (R-IA)/Finance (5/18/21)

A bill to provide a nonrefundable credit for working family caregivers.

S. 1772 — Sen. Bob Casey, Jr. (D-PA)/Finance (5/20/21)

A bill to increase survivors benefits for disabled widows, widowers, and surviving divorced spouses, and for other purposes.

Health

H.R. 3063 — Rep. Ayanna Pressley (D-MA) Energy and Commerce (5/7/21)

A bill to improve Medicaid and the Children’s Health Insurance Program for low-income mothers.

S. 1658 — Sen. Jeff Merkley (D-OR)/Health, Education, Labor, and Pensions (5/17/21)

A bill to expand access to breastfeeding accommodations in the workplace, and for other purposes.

S. 1675 — Sen. Raphael Warnock (D-GA)/Health, Education, Labor, and Pensions (5/18/21)

A bill to improve maternal health.

S. 1716 — Sen. Ben Ray Luján (D-NM)/Finance (5/19/21)

A bill to require the secretary of Health and Human Services to establish a Medicaid demonstration program to develop and advance innovative payment models for freestanding birth center services for women with a low-risk pregnancy.

H.R. 3345 — Rep. Robin Kelly (D-IL)/Energy and Commerce (5/19/21)

A bill to promote extended coverage of pregnant and postpartum women under the Medicaid program.

H.R. 3352 — Rep. Lucille Roybal-Allard (D-CA)/Energy and Commerce (5/19/21)

A bill to address maternity care shortages and promote optimal maternity outcomes by expanding educational opportunities for midwives, and for other purposes.

H.R. 3407 — Rep. Robin Kelly (D-IL)/Energy and Commerce; Ways and Means; Education and Labor (5/20/21)

A bill to improve federal efforts with respect to the prevention of maternal mortality, and for other purposes.

ASCI Connection: These bills will aid ASCI in providing birth families knowledge of the resources available to them through our FACT program.

Child Protection

H.R. 3073 — Rep. Frederica Wilson (D-FL)/Judiciary; Education and Labor; Energy and Commerce; Financial Services (5/7/21)

A bill to combat child human trafficking, and for other purposes.

ASCI Connection: This bill will support ASCI’s dedication to raising awareness around the prevention of child human trafficking and providing support and protection for victims of child human trafficking.

Violence Against Women 

H. Res. 368 — Rep. Raul Grijalva (D-AZ)/Natural Resources (5/4/21) and H. Res. 369 — Rep. Dan Newhouse (R-WA)/Natural Resources (5/4/21)

Resolutions expressing support for the designation of May 5, 2021, as the “National Day of Awareness for Missing and Murdered Indigenous Women and Girls.”

ASCI Connection: These resolutions will support ASCI’s dedication to servicing, advocating for and supporting Native children and families.

S. Res. 222 — Sen. Dianne Feinstein (D-CA)/Considered and Agreed to (5/18/21)

A resolution recognizing and supporting the goals and ideals of National Sexual Assault Awareness and Prevention Month. 

ASCI Connection: This resolution will support ASCI’s advocacy and service delivery for youth and families dealing with the trauma of sexual assault, as well as aid the agency in raising awareness around preventing sexual assault.

H. Res. 411 Rep. Gwen Moore (D-WI)/Natural Resources (5/18/21)

A resolution expressing the sense of the House of Representatives to recognize the crisis of violence against Native women.

ASCI Connection: This resolution will support ASCI’s dedication to servicing, advocating for and supporting Native children and families.
