Joshua Chappel is the Kinship Navigator Director at A Second Chance, Inc., and has over 11 years of experience in child welfare. Chappel expresses that he has had the pleasure to lead the Kinship Navigator Department to ensure that all youth in care have the opportunity to be placed with kin through intensive family finding. 

Chappel joined ASCI in 2010 as a Point of Contact caseworker and then moved on to a Point of Contact caseworker III prior to being the Kinship Navigator Supervisor in 2016. Chappel worked with the ASCI leadership team and Allegheny County Workgroup to develop, implement and launch the visionary Kinship Navigator program in January 2017. 

He earned his bachelor’s degree from LaRoche College, majoring in history and English, and then obtained his master’s degree in social work from the University of Pittsburgh with a focus on community, organization and social administration (COSA). 

Chappel indicates that being passionate about advocating for the triad to remain empowered while reducing trauma to youth during their time in care has made his work in the Navigator program extremely impactful for him. Chappel also enthusiastically values the opportunities that he has had to participate in ASCI presentations on the Navigator program, trainings in various states and development of a program in Arlington, Virginia.
