Philadelphia Regional Office: (215) 557-7681

Eugene Harding has more than two decades of experience with many aspects of the human services field, ranging from case management, human capital management and training, strategic planning and change management, which comprises the balance of his work today. Among his management qualities is his deep commitment to working in a manner that’s collaborative, transparent and inclusive, which allows him to build lasting relationships with clients, staff, colleagues and stakeholders.

Harding’s primary focus today is on the strategic planning and implementation of infrastructure, as ASCI is blending specialized behavioral health service delivery into its kinship program.

Harding’s journey began in West Philadelphia where he attended Overbrook High School. He went on to serve in the U.S. Army as a solider medic and later attended Indiana University of Pennsylvania, earning a degree in health and human services. He also holds a master’s degree in public and nonprofit management from Eastern University.

Harding’s work in Philadelphia’s inner city has allowed him to work closely with many different young people and their families in a variety of settings and communicate directly with families about their needs and the services they find most helpful. In his leisure time, Harding truly enjoys spending time with his children, friends and family. He counts grilling, playing sports and billiards among his myriad of interests.

Committed to the public mission of social service, Harding brings a dedication and determination to social impact. He has built a life working across cultures and a career working with and for mission-driven organizations. He is excited to be working at A Second Chance, Inc., as he hopes to put his experience to work helping the agency achieve its mission.
