Tara Skibel

Tara Skibiel is currently the Senior Director of Child and Family Services and Intake. Tara obtained her bachelor’s degree in Psychology and Sociology at Washington and Jefferson College. Tara is currently working on completion of her MSW degree at the University of Pittsburgh, which she projects to obtain the degree in August 2011. Tara indicates that her next goal will be obtainment of her clinical licensure which requires successful completion of a licensure examination and clinical supervision hours.
Tara has five years of experience in the human service field as prior to working at the agency Tara was a caseworker for the American Red Cross specializing in assisting homeless dual diagnosis individuals and families locate resources specifically housing. Tara began her career at the agency in 2006 as a caseworker and then progressed into a supervisory role. Tara’s engagement in these roles provided her with valuable learning experiences that has prepared her for her current leadership position.

Michele Marian is currently Sr. Director of Child and Family Services, providing oversight to the Point of Contact Program and the In-Home Clinical Services Department.
Michele received her Master’s Degree in Social Work and a certification in Child and Family Welfare from the University of Pittsburgh.
Michele holds a clinical social work license in the state of Pennsylvania, which she obtained in 2007. She also is credentialed through Community Care Behavioral Health to provide outpatient therapy at A Second Chance, Inc. to clients and members of the community.
Michele initially joined the ASCI team in 2008 working within the In Home Clinical Services department. More recently, she has taken a role in the Point of Contact Program providing oversight of the department. Prior to joining the A Second Chance, Inc. team, Michele spent 5 years working with adolescents in a Residential Treatment Facility.

She obtained both her B.A. and M.S.B.A. degrees with a concentration in both Accounting and Marketing from California University of Pennsylvania. Upon graduation, Sarah accepted a position as a fiscal specialist for a consulting company whose services included, but, were not limited to, Allegheny County Children Youth and Families’ fiscal department.
Extensive course work coupled with her tenure within non profit financial arenas, has contributed to her success within A Second Chance, Inc. In an effort to stay abreast in the accounting world, Sarah is in pursuit of her license as a Certified Public Accountant.
The accounting cycle is where her passion lies; knowing where A Second Chance, Inc. receives its revenue, and ensuring that those monies are used as intended. Even though Sarah is financially forward thinking and mostly analytical in nature, she exhibits a personal touch in her work.

Rick has a Bachelor of Science degree in Management Information Systems and a double minor in Music and Television/Radio Broadcasting from Alderson-Broaddus College. After graduation he accepted a position as an IT Consultant, helping many organizations and gaining experience in various markets and technologies, from retail to manufacturing. As the Systems Administrator of the Pittsburgh Technology Council, he helped promote the organization's goal of energizing the region's emergence into a respected leader in the technology field. In his most recent endeavor as the Manager of Information Technology at Everett & Hurite Ophthalmic Association, he led the practice in supporting their various offices in the Pittsburgh region and also implemented new technology to help the practice be more responsive to their patients. As the Director of MIS at A Second Chance, Inc., he is charged with keeping the agency at the leading edge in all aspects of technology. This is vitally important for the ability of the agency employees to effectively and productively service the needs of the Pittsburgh and Philadelphia regions. Technology is also necessary for the agency to share its Kinship care vision of educating communities to strengthen and preserve the ability for all children to be safe and thrive in a world where all youth are given an equal opportunity to grow into responsible adults.

Roxanne Logan, Esq. joined ASCI in November 2011 as the Director of Child and Family Services in the Philadelphia Regional Office. Roxanne brings a wealth of knowledge to her position with over 13 years of experience in the Philadelphia Child Welfare system. Roxanne began working in child welfare as a volunteer Court Appointed Special Child Advocate in 1998. As a result of her passion for working for the interests of children in the child welfare system, Roxanne sought employment in the field. Roxanne worked as a Management Trainee and Administrative Specialist in the office of the Deputy Commissioner of the Philadelphia Department of Human Services, and most recently she worked as counsel to the Department of Human Services as an Assistant City Solicitor in the Child Welfare Unit of the Philadelphia Law Department.
Roxanne is the Director of ASCI's units of General Foster Care, Family Group Decision Making and SWAN at the agency's Philadelphia Regional Office. Roxanne's practice of Dependency Law and knowledge of DPW regulations and DHS policies and procedures serve her well in her position as Director. Roxanne has dedicated her career to working to improve the lives of children and families and is dedicated to achieving permanency outcomes for children.
Roxanne holds a Bachelor's of Arts in Political Science from Clark Atlanta University and a Juris Doctorate from Temple University's, Beasley School of Law. Roxanne is a licensed Attorney in PA and NJ. Roxanne has held memberships in various legal and civic organizations and is currently a member of the Philadelphia chapter of the Women's Law Division. Roxanne executes great skill at counseling and working well with children, social workers, caretakers, stakeholders, and partners regarding child welfare issues and sensitive family dynamics. ASCI is proud to have Roxanne as an addition to the Philadelphia Regional Office.
