Rachael Neff, LMSW

Rachael Neff joined A Second Chance, Inc. in 2011 as the new Vice President of the Philadelphia Regional Office. She brings both non-profit leadership experience and direct services knowledge to the Philadelphia office that provides services to thousands of children and families each year. She leads all of the organization's efforts in Philadelphia and also partners with the executive team based in Pittsburgh to provide strategic direction to the organization.

Rachael recently welcomed the opportunity to return back to the Philadelphia area after spending over five years in New York City. In her most recent position, she worked as the Assistant Executive Director at Lenox Hill Neighborhood House where she provided programmatic and executive leadership to a variety of programs throughout the Upper East Side of Manhattan. Prior to her work in New York City, Rachael worked at a variety of community-based and child welfare organizations in Philadelphia and the surrounding areas. She has experience working within foster care, child welfare, homeless services and mental health.

Rachael received her Master's of Social Work from the University of Pennsylvania and her Bachelor's of Science in Human Development & Family Studies from the Pennsylvania State University. She is a Licensed Social Worker in Pennsylvania and is an enthusiastic believer in the social work profession. In 2008 she received the Emily Menlo Marks Leadership award from the United Neighborhood Houses of New York that allowed her to travel internationally and nationally to learn about effective leadership practices in non-profits. She was elected to the National Association of Social Workers, New York City Chapter, in 2009 where she provided strategic leadership to the Chapter. She also participated as a planning committee member and presenter for the 2010 International Federation of Settlements conference that was hosted in Manhattan and welcomed hundreds of Settlement House workers from around the globe.

Rachael is thrilled about her return to Philadelphia and to be working with the dedicated staff in the Philadelphia Regional Office. As a true advocate for children and families, she will continue to strengthen the organization's community partnerships and ensure quality services reach all of the children they serve.

Caitlin Price, LMSW

Caitlin Price is a licensed Social Worker for the state of Pennsylvania. She holds a Bachelors degree in Social Work from Roberts Wesleyan College. She has also earned her Masters in Social Work with a concentration in Administration from Marywood University. She is currently pursuing her Masters in Public Administration and obtaining her Clinical License.

Ms. Price has 10 years experience in child welfare both in New York State and Pennsylvania. She has had the opportunity to run a Teen Center providing constructive extracurricular activities to help keep children free from gang-related pursuits in and around the community. In Philadelphia she has worked as a Truancy case-manager addressing all issues and barriers for children not attending school. She also has an extensive background in training in regards to Youth Development and Youth and Adult Partnerships. She has been able to present these ideas at workshops in conferences all across the nation and even in Canada.

Ms. Price is the Director of Child and Family Services for A Second Chance Inc. (Philadelphia Office). She oversees the running of the Kinship Emergency Response Program, Transportation, and Training departments. Her responsibilities include corresponding with outside services in order to ensure collaboration between families in transition and provider services. While doing so, she strengthens relations with community providers to ensure the safety and well-being of all Kinship children. Through the Training department, Caitlin makes certain that staff and families alike are trained with the most up-to-date policies regarding child welfare to create a safe and stable home environment for the children.

L’ Tesha J. Gamble-Pettis, MS

ltesha gpL’ Tesha J. Gamble-Pettis holds a bachelors degree in Business Economics with a concentration in Management from the University of Pittsburgh , Johnstown , and a Master of Science in Organizational Leadership from Geneva College .

Mrs. Gamble-Pettis is currently the Director of TECD, Quality Improvement and Systems Improvement at A Second Chance, Inc., where she provides leadership to the agency’s Continuous Quality Improvement initiative, Client Satisfaction, Aftercare, Records Management department, and IVE compliance initiatives. 

Mrs. Gamble-Pettis has continued to be a very active employee at A Second Chance, Inc., and has represented the agency in both local and national conferences including the Pennsylvania State Foster Parent Association conference, National Black Child Development Institute (NBCDI), North American Council on Adoptable Children (NACAC), Black Administrator’s in Child Welfare (BACW), and the CWLA Kinship Care conference.

Howard Wright

Vice President

Facility Operations

howard rHoward Wright is the organization’s Vice President of Facilities Operations. Beginning in 2003, Howard brings to the agency a vast knowledge and experience to assist in managing its physical plant facilities.

Mr. Wright has a Diploma in Environmental Compliance from Delaware Technical Institute and a Diploma from Gateway Technical Institute in HVAC and refrigeration. He has also earned numerous certificates in leadership and competent supervision.

Mr. Wright has worked in the building maintenance and construction Industry for over 25 yeas. In addition, he served as an Instructor for the State of New York for Environmental Hazardous Materials. He was also instrumental in assisting the U.S. Postal Services and U.S. Mint in the development and implementation of air quality level standards in the workplace by OSHA standards.

His current responsibilities include oversight of buildings, grounds, security, workplace safety, van fleet, day general services staff and related building operations.

Timothy Gonzalez, MSW, LCSW

Senior Vice President

tim gTimothy Gonzalez is currently the Senior Vice President of Child and Family Services . His educational background includes: a B.A. in Psychology and a Minor in Sociology from the Pennsylvania State University; an MSW Degree from the University of Pittsburgh; and a certification in Child and Family Welfare from The School of Social Work at the University of Pittsburgh.

Timothy has also obtained a board certified licensure to practice clinical social work in the state of Pennsylvania, successfully completing his clinical licensing exam and  3,600 hours of supervision to obtain the LCSW credential. Also, Timothy had the honor of being a participant of the inaugural class of the Mark A. Cleveland Leadership Academy, where he was recognized as the recipient of the “Most Emerged Leader Award” in December of 2006. 

Since 2004, Mr. Gonzalez has engaged in many different roles within the ASCI system of care, all of which have provided valuable learning experiences that have prepared Timothy for his current Executive Role. In this role, Timothy oversees three departments representing five programs that serve crucial roles in supporting the overall mission of the agency. Timothy has served in an integral role in program development, staff development, policy and procedure formulation, program and protocol restructuring, generating and improving collaborative partnerships with Universities, Colleges, external service providers including Alliance for Infants, the County Court Team, ACCYF, as well as promoting the overall mission and vision of ASCI.

In addition to Executive responsibilities - Timothy also acts as a field instructor for the MSW Program at the University of Pittsburgh. This has allowed an avenue to build, grow and train future social work professionals, while continually challenging Timothy to enhance his own leadership and supervisory capabilities.

In identifying future short term and long term goals, although items such as continued clinical and leadership progression, program expansion, and enhancement of internal and external collaborative efforts are reported as target areas; the overall ultimate goal is emphatically identified as the attainment of the vision of ASCI – A world where all youth have an opportunity to grow into responsible adults; where abuse and addiction cycles are broken.
