David A. Brock, Director

A Second Chance, Inc.
David Brock serves as the Director of Infrastructure Administration and MIS Communications for A Second Chance Inc. In this capacity he oversees the day-to-day operations within the MIS Department. David attended California University of Pennsylvania and later attended the Pittsburgh Technical Institute where he obtained a Degree in Information Technology Network Administration.
Prior to joining the staff of A Second Chance Inc., David worked as a consultant to the organization. He formally became a part of the staff in July of 2006. With more than 24 years of computer experience, David brings a wealth of knowledge to the MIS team. As Director of MIS, he is responsible for daily supervision of the agency network infrastructure, support for the Pittsburgh and Philadelphia office staff, development, design and implementation of new computer hardware, graphic design work, internal and external communications and many other tasks within the MIS area.
Prior to joining A Second Chance, Inc., David worked as Director of Worldwide Computer Operations for the United Service Organization; USO, headquartered in Washington, D.C., Chief Information Officer for a tri-fold organization which included Imani Christian Academy, Petra International Ministries and Operation Nehemiah located in Pittsburgh.

Rebecca Multsby
Director Pittsburgh Regional Office
A Second Chance, Inc.
Rebecca Maultsby serves as the Regional Office Director for the Pittsburgh Headquarters. Ms. Maultsby holds a BSW with a minor in Psychology from Carlow University in Pittsburgh. Ms. Maultsby continues to advance her education and is currently seeking a masters degree from Point Park University.
Ms. Maultsby began her tenure at A Second Chance, Inc as a member of the Intake Department working in direct service with children and families as a caseworker. She continued to grow as supervisor and director and now leads the Child and Family Service Department as Regional Office Director. Ms. Maultsby has experience as a crisis intervention service worker. Her years of experience have transcended into strong leadership and development of others.
Ms. Maultsby has been the recipient of The African American Scholastic Award as well as being featured in the Who’s Who Among Students in American Colleges in 2002.

She obtained both her B.A. and M.S.B.A. degrees with a concentration in both Accounting and Marketing from California University of Pennsylvania. Upon graduation, Sarah accepted a position as a fiscal specialist for a consulting company whose services included, but, were not limited to, Allegheny County Children Youth and Families’ fiscal department.
Extensive course work coupled with her tenure within non profit financial arenas, has contributed to her success within A Second Chance, Inc. In an effort to stay abreast in the accounting world, Sarah is in pursuit of her license as a Certified Public Accountant.
The accounting cycle is where her passion lies; knowing where A Second Chance, Inc. receives its revenue, and ensuring that those monies are used as intended. Even though Sarah is financially forward thinking and mostly analytical in nature, she exhibits a personal touch in her work.

L’ Tesha J. Gamble-Pettis holds a bachelors degree in Business Economics with a concentration in Management from the University of Pittsburgh , Johnstown , and a Master of Science in Organizational Leadership from Geneva College .
Mrs. Gamble-Pettis is currently the Director of TECD, Quality Improvement and Systems Improvement at A Second Chance, Inc., where she provides leadership to the agency’s Continuous Quality Improvement initiative, Client Satisfaction, Aftercare, Records Management department, and IVE compliance initiatives.
Mrs. Gamble-Pettis has continued to be a very active employee at A Second Chance, Inc., and has represented the agency in both local and national conferences including the Pennsylvania State Foster Parent Association conference, National Black Child Development Institute (NBCDI), North American Council on Adoptable Children (NACAC), Black Administrator’s in Child Welfare (BACW), and the CWLA Kinship Care conference.

Howard Wright
Senior Director of Facility Operations
A Second Chance Inc.
Howard Wright is the organization’s Senior Director of Facilities Operations. Beginning in 2003, Howard brings to the agency a vast knowledge and experience to assist in managing its physical plant facilities.
Mr. Wright has a Diploma in Environmental Compliance from Delaware Technical Institute and a Diploma from Gateway Technical Institute in HVAC and refrigeration. He has also earned numerous certificates in leadership and competent supervision.
Mr. Wright has worked in the building maintenance and construction Industry for over 25 yeas. In addition, he served as an Instructor for the State of New York for Environmental Hazardous Materials. He was also instrumental in assisting the U.S. Postal Services and U.S. Mint in the development and implementation of air quality level standards in the workplace by OSHA standards.
His current responsibilities include oversight of buildings, grounds, security, workplace safety, van fleet, day general services staff and related building operations.
